LAS CRUCES - The city council will consider changes to its All-Hazards Emergency Operations Plan when it meets at 1 p.m. Monday at City Hall, 700 N. Church St.
Representatives of the joint city and county Office of Emergency Management will explain the proposed revisions. According to city documents, the plan "has been completely revised and needs to be adopted for use during emergencies."
The plan was first adopted in November 2005.
"The All-Hazards Emergency Operations Plan is a guiding plan for all governmental entities within Do-a Ana County during emergencies and disasters, and identifies the existing natural and manmade hazards having the potential of causing a disaster affecting a portion or all of the population and
The plan deals with a variety of circumstances and procedures that need to be followed to ensure public safety in the event of an emergency. It is a starting point for use by public departments and agencies of the county, participating agencies, charitable organizations, and private companies willing to assist in disaster management,
If approved, the emergency plan would be in effect for: the cities of Las Cruces, Anthony, Mesilla and Hatch, and would require that all those municipalities adopt it.
The council will also hear the proposed Sustainability Action Plan, which will define goals and action items related to sustainability. It will also serve as a working plan for Thomas Schuster, the city's sustainability officer, who will submit reports to city officials on sustainability issues such as: increasing energy efficiency; accelerating deployment of renewable energy; ensuring a sustainable water supply; reducing and recycling solid waste; and preventing air and water pollution.
The council will also consider the approval of a resolution to continue a three-year funding strategy for the expenditure of funds from proceeds of the pre-paid lease of Memorial Medical Center.
The resolution proposes that the council would continue the commitment of $300,000 annually, through the city's 2014 fiscal year. It would be used by local nonprofit organizations to support the continued physical, mental, developmental, emotional and social well being, safety and housing needs of city residents.
According to city documents, it has received an average of 25 applications a year from local nonprofit organizations for health-related public services. The city has funded an average of 14 grants a year, at approximately $22,500 for homeless prevention for adults and children, emergency food distribution, school and community-based mentoring for children, court-supervised family reunification, hospice care, family crisis intervention, medication for indigent persons, wellness programs for youth and adults with disabilities, transitional housing for domestic violence victims and other services.
